Access Community Action Agency is designated by our state and federal governments as the anti-poverty agency for Windham and Tolland Counties and serves and supports the low-income population of eastern Connecticut. As a result of the Economic Opportunity Act of 1964, Access was originally incorporated in 1965 as the Windham Area Community Action Program (WACAP).
