Sub-metering involves placing individual sub-meters behind the citys master meter for your community. Typically, multifamily communities have one master city water meter which services all residents. Water and sewer costs are divided equally among the residents and included in the monthly homeowners dues. This worked well when water and sewer rates where a fraction of the cost they are today, and when water shortages were not an issue.
