Growing & Moving Forward Together The Housing Authority of Champaign County has an essential mission: create quality living environments as a foundation for individuals to achieve their full potential. Since 1943, HACC provided housing assistance to the residents of Champaign County utilizing traditional Public Housing and Section Housing Assistance funded by the federal Department of Housing and Urban Development (HUD).
