The five founding partners have practiced together for decades, concentrating their practice on representation of Colorado local governments, particularly special districts, authorities, and municipalities. Our attorneys have worked closely for years with the Colorado Special District Association. Jim Collins co-founded the SDA in 1978 and Allison Ulmer is the Executive Vice President.
