A May 2017 World Bank Report on Financial Inclusion states that in Malaysia, only 25% of the adult population, and 15% in the B40 group, have borrowed from licensed banking institutions. The current financing options are a limitation for the bank underserved borrowers. Unfortunately, this limitation creates more opportunities for scammers or illegal money lenders to take advantage.
