About the CoE The European Centre of Excellence for Civilian Crisis Management (CoE) is a member-based association located in Berlin. Established in 2020 by the German Federal Foreign Office, we support our 23 members (EU Member States) to strengthen their national systems, structures, and processes so that they can better contribute to EU civilian crisis management. What is EU Civilian Crisis Management? EU civilian crisis management refers to the actions and measures taken by the EU to manage and address crises and conflicts abroad in a civilian capacity. This includes the deployment of civilian personnel, supporting capacity building, providing expertise and resources, and coordinating with other international actors. Within the framework of civilian crisis management is civilian CSDP, the civilian dimension of the EUs Common Security and Defence Policy.
