External Resources Department is the Government Agency in Sri Lanka under the General Treasury and Ministry of Finance and Planning that is responsible for mobilization of Official Development Assistance (ODA) including Technical Corporation from external bilateral and multilateral development partners/agencies for the Governmant of Sri Lanka. ODA flows to the country in the form of loans and grants for implementing large national development projects from the multilateral development partners such as the Asian Development Bank, the World Bank, UN System, etc and bilateral development partners such as Governments of Japan, China, India, Korea, the Netherlands, etc
