FAGCIs place in the countrys information security system is defined by the Russian Federation Law On the Federal Organs of Government Communications and Information and the Statute on FAPSI ratified by the Russian Federation president. The 1993 Presidential Decree establishing FAPSI assigned four matters to FAGCIs jurisdiction: special communications (including government communications), cryptographic and engineering technical security of encrypted communications, intelligence gathering activities in the sphere of special communications, provision of special information to higher bodies of authority.
