HCEBs mission is to create inclusive communities for individuals with developmental disabilities or other special needs through quality affordable housing in Alameda and Contra Costa County. HCEB fulfills our mission by providing programs and services for the unhoused; resident service coordination; developing and operating supportive housing and partnering with other developers to secure set-asides within larger rental communities
