Immigration Counseling Services (ICS) is Oregons only independent nonprofit law firm providing affordable immigration legal services to foreign-born residents of Oregon and Southwest Washington. We believe everyone has a right to reputable legal counsel and representation. Our mission is to strengthen Oregons communities and help bring stability to individuals and their families by providing legal services, outreach, and education to foreign-born residents of Oregon and Southwest Washington. Since opening its doors in 1978, ICS has served thousands of immigrants from 90 different countries. ICS has offices in Portland and Hood River and operates a monthly mobile legal clinic in Redmond.
