In the wake of the pandemic, as headlines piled up describing mounting shortages at the bedside, we watched in wonder as external staffing agencies grew rapidly and seemed always in the spotlight. All we ever heard from our friends, family and colleagues in nursing was frustration about overreliance on agency (I would have taken that shift! Why did it go to an agency nurse?). Despite this, the problems in the nursing workforce seemed to be increasingly answered by well outsource. As we dug deeper, we recognized that the rise in agency was driven not just by extra pay, but particularly by the flexibility and control that going to agency gave nurses, which they could not find as full-time employees of health systems.
