This is a public development Institution established under an Act of Parliament, 647 of 2003 to undertake and promote research in local government , provide consultancy & advisory services to the Central Government and develop training materials for members of the Regional Co-ordinating Councils, District Assemblies and other local government units

Local governance,desentralization,,arrange courses ,workshops, seminars and conferences for persons engaged in areas of local governance,develop training materials for local government,publish literature relevant to local government,award certificates and diplomas to persons specified and approved by the accreditation board,and perform other functions assigned to it by the sector minister
