Establishing a community education and training college from 1 April 2015 was in terms of section 3(1)(b)] and in accordance with section 6(1) and 6(5) of the Continuing Education and Training Act, 2006 (Act No. 16 of 2006). Since its establishment, LCETC seeks to address and targets people and communities who may be falling under classification of Not in Education, Employment and Training. In addressing their needs, LCETC sees to nurture the culture of lifelong learning and empower communities through offering skills inclusive of literacy, numeracy, entrepreneurship and vocational competence
