Miller EMS History MEMS began in 2006 as a First Response / Stand-by service. Miller EMS founded by Matt Miller who is the sole-owner of the company. In September 2008 MEMS obtained its first licensure as a Basic Life Support Ambulance service with individual protocols through where it is today a successful Critical Care Mobile Healthcare service.
