The Office of Samoan Affairs of California, Inc. was founded in 1976 in San Francisco to address the myriad social issues experienced by members of the Samoan community in the greater San Francisco area. With the move of the headquarters to Los Angeles County in 1989, the target population expanded to include at-risk, economically disadvantaged, disenfranchised members of the general public, regardless of race, ethnicity, religion or creed, gender or age who lived within our service delivery areasthe LA County Supervisorial Districts 2 and 4
