Program: Poor Households Support Coordination Boards Secretariat (PHSCBS), Ministry of Cooperatives and Poverty Alleviation District Coordination Secretariat: Office of District Development Committee (MoFALD) Like other developing countries, Nepal is still struggling with absolute poverty that has adverse impact on its development efforts. Despite adopting poverty alleviation policy from the very beginning of planned development, still no adequate outputs have been achieved due to the lack of uniformity in the definition of poor, broad vision, proper coordination and strong monitoring and evaluation mechanism. After Nepals political movement of 2006, the Government has adopted the principle of inclusive development as per guided by the interim constitution of Nepal 2007. Without identifying poor in objective and transparent manner, a just and equitable inclusion of poor in development outputs and goal of poverty alleviation is hard to achieve.
