Rowell Family Empowerment of Northern California is a non-profit, community-based Parent Center that offers support, information and training to families with children with diverse abilities. We are a parent-founded organization which began in 1995 when Debbie Rowell, a dynamic parent, decided there needs to be a resource for families like hers. She and a dedicated group of parents established the agency as Exceptional Family Support, Education and Advocacy Center which was renamed in her honor when she died unexpectantly in March of 2002.
