SCCDC was founded in 1965 to open one of the first Head Start programs in the nation. The program began as a summer program in Middleburgh, NY and eventually was established in four separate sites through out the county. Today SCCDC has grown to include Head Start, Early Head Start in two Centers and 3 UPK programs in school districts. Our Mission: SCCDC is dedicated to serving children and their families in their social, academic, physical and emotional development and well being. Our Philosophy: SCCDC strives to develop and foster in children and families, self worth, self sufficiency and achievable expectations to assist them in improving their quality of life. The agency achieves this by providing information, awareness of resources in the community and a structured program that recognizes individual talents and capabilities in a safe and nurturing environment.
