Talley Construction Company, Inc. was founded by the late Neal H. Talley in 1966 as a small grading company. The company was incorporated in 1970 upon Roger N. Talleys return from military duty in Vietnam. The company enjoyed small but steady growth during the 1970s. During the 80s, the company expanded into the asphalt business by purchasing an asphalt plant in Rossville, Georgia.
