Officially opened in October 2005, Building Bridges Across the River (BBAR) at The Town Hall Education Arts & Recreation Campus (THEARC) is a $27 million, 110,000 square foot, state-of-the art campus located in Washington, DCs Ward 8. Twelve cultural and social service partners are based at THEARC, and one off campus, all share the goal of helping underserved children and adults reach their full potential
